In addition to the tests cited, which are now invalid but were previously
considered valid, many tests that were already invalid are now invalid for the
wrong reason, for example

NISTXML-SV-II-atomic-ID-maxLength-1-1

Basically, a script needs to be written to modify each of these instance
documents by adding a wrapper element, and to modify the corresponding schema
by permitting the wrapper element. Fortunately the tests are highly stereotyped
so it should not be difficult to automate this. The modification applies to all
the NIST tests with "atomic-ID" or "list-ID" in the name.
