Schema 1.0 Part 2 section 4.3.1.3, Validation Rule: Length Valid, clause 1.3,
and parallel rules for minLength and maxLength make clear that the length,
minLength, and maxLength facets on QName are effectively ignored, so these test
cases are indeed valid and the bug is therefore closed as invalid.
