I think I'm done:

  Action 13 [3] (conformance) done
  Action 14 [4] (impl-defn) done
  Action15 [1] (xml:id) done
  [Issue 8.16] [2] (class definitions) Done, with new names! please review
                                       also some additional text
  [Issue 8.9] [2] ('data model') Done, taking 'Just talk about "information
                                 [made] available" wrt adopting each profile"
                                 [5] as instruction to the editor.

New draft [6], including diff-marked version [7], now available.

I feel like this is a big step forward, all credit to CMSMCQ and Jim
and Alex and Murray for specific suggestons, and all the discussion at
the f2f.  Jim still has some work to do, I hereby hand over the write
token to him.
