The latter (exclude-inline-prefixes).

I'm agnostic, tending slightly to conservative (i.e., not at all, or
at most only allow on the obvious top-level elts, not everywhere) wrt
Jeni's suggestion, since the pipeline namespace is always excluded
anyway.
