I think they go somewhere else -- they don't push and pop or otherwise
change the way everything in the environment does.
If you like the XQuery language, what we've got so far is the dynamic
environment, which may be different for different components. We also
need something you might call the static environment, which is
constant for all components. In my noodling on an abstract data
model, I've got a notion of 'pipeline shell', which holds pipelines
and step declarations.
