Typo or meaningful difference?

  I've just had a look at the just-released draft of "XML processor
profiles" <http://w3.org/TR/xml-proc-profiles/>.  I wonder whether
there is a reason for the different of wording between 2.31 and 2.41
(the former reads "while reading all external" whilst the later reads
"while reading and processing all external").

  Why this extra "and processing" in the later?
