Dear XML Processing Model Working Group, In http://www.w3.org/TR/2010/WD-xml-proc-profiles-20100518/ section 3 there is a requirement "Maintenance of the base URI property of each element in conformance with [XML Base]". This requirement needs to be elaborated in at least two ways. Firstly, it needs to be identified whose property the "base URI" property is; secondly, it is difficult to see what effect the requirement has beyond affecting XInclude processing for which the requirement is already implied. As per the XML Base specification, "The behavior of xml:base attributes in applications based on specifications that do not have direct or indirect normative reference to XML Base is undefined." and I am not sure what I would need to read in the XML Base specification that I would not already know from reading the URI, XML, etc. specifications. Also, if the "base URI property" is the XML Information Set's property of the same name, then that specification already has "Several information items have a [base URI] or [declaration base URI] property. These are computed according to [XML Base]."
