At the 23 Apr 2009 telcon, we decided to address this issue by adding
a new option that specifies the argument separator character, parallel
to our recent decision to add an option for the platform-dependent
slash character. By default, the argument separator character will be
the space.

As a result, quote characters are no longer necessary to delimit
spaces in arguments and are consequently not treated specially in
argument lists.
