As the rest of this thread reveals, at the heart of this issue is a
design decision: to provide a wrapper (p:pipeinfo) for extra content,
or to provide a mechanism for allowing some namespaces to explicitly
represent extra content (foreign namespaced elements).
The WG has tried both options (you'll find older drafts that provided
a mechanism for foreign namespaced elements to be ignored), and
decided, on balance, that it prefers the current mechanism of an
explicit p:pipeinfo wrapper.
The WG is not motivated to reopen this issue at this time.
