I don't think the handling of MicroXML is what we want. We want to be
able to review it, sample community interest, and make a _decision_
about taking it forward, with at least four options:
1) not now, not ever;
2) maybe later;
3) yes, as a Note;
4) yes, as a Rec.
So, can we dial back the commitment to REC as it stands, please?
