Conformance

Henry sent a suggestion at

The current first and third paragraphs under xml-stylesheet processor
conformance remain, the rest are subsumed by Henry's wording.

Liam suggested:
s/application in question/application and style language in question/

The WG had CONSENSUS to direct the editors to implement the new
wording.

ACTION to Henry:  Create a new draft (in XML public date space) with 
the new wording and email the WG.

ACTION to Paul:  Point Daniel Glazman and TimBL to the new wording
and request approval to move forward with the PER.
