xml-model DoC for Issue-4

In getting ready to announce the latest xml-model draft,
I went through the DoC to determine the author of each issue,
and I cannot determine that for Issue-4.

In the DoC, Issue-4 links to the end of some thread that doesn't 
seem to be talking about "stating when to prefer xml-model over 
other possible schema association techniques."  I followed
the thread back--which is difficult because it was during
the time that DV's email wasn't getting through to the list,
so only some of us saw his email--and I never did find any
email about the issue, so I don't know who is really the
commentor for this issue.  Does anybody remember?

Jirka, please see if you can figure out who started this issue
and give us an email pointer.  If it turns out it was just
raised by a WG member, we'll just call it a WG comment.
