John and Henry discussed this on today's telcon.

They had agreement to add HT's qualification to D.2 and
strike the entire sentence from D.3.

We had some discussion that the "type" pseudo-attribute isn't good
enough for determining the language of the schema, and that we should 
add an attribute to aid this determination.

We have CONSENSUS to put this into public space and request comments on it.

ACTION to Paul:  Put our latest draft into public space.

ACTION to Paul:  Announce the availability of the publicly available draft
to W3C and solicit comments.

ACTION to Henry:  Announce the availability of the publicly available draft
to various public fora and solicit comments.

ACTION to Jirka:  Ensure that SC34 is aware of the public draft and help
them review it and convey their comments back to us.
