DRAFT #1: Transition Request: PR Request for XLink 1.1

Here is my first draft PR transition request for XLink 1.1.

There are lots of holes to fill.

I don't seem to have a link to any version of the spec more
recent than the year old second LC.  Norm, can you point me
to the latest editor's draft?

The next most important hole is our implementation report.
We are claiming we can skip a second CR and go straight to
PR on the basis of our previous successful CR, but when I 
look at the supposed implementation report at
http://www.w3.org/XML/2006/01/xlink11-implementation
there's almost nothing there.  Is there a more complete IR
that I'm missing?  If not, what can we add to this IR to
make it more complete?  If nothing, then I'm not sure we'd
be able to skip CR.

Aside from as-yet-uncertain dates, we will also need to
generate some diffs.

And we'll need to update the DoC at
http://www.w3.org/XML/2008/05/xlinklc/

And we'll need to complete the SotD.

The URL cited above is for the most recent Member-only

The XLink 1.1 specification had been published on 31 March 2008 
at http://www.w3.org/TR/2008/WD-xlink11-20080331/
as a second Last Call.  The LC review period ended 16 May 2008.

The LC comments have been considered and resolved, a notification
of the resolution sent to every commentor, and acceptance of the
resolution by each commentor recorded in the DoC at
http://www.w3.org/XML/2008/05/xlinklc/

The XLink 1.1 specification had previously been published 
on 28 March 2006 
at http://www.w3.org/TR/2006/CR-xlink11-20060328/
as a Candidate Recommendation.  
As indicated in the Implementation Report at
http://www.w3.org/XML/2006/01/xlink11-implementation 
the implementation feedback
was positive, but we decided to go back to LC to incorporate
references to the LEIRI WG Note at
http://www.w3.org/TR/2008/NOTE-leiri-20081103/

Because of the previous successful CR and as announced at
http://lists.w3.org/Archives/Member/chairs/2008JanMar/0081
the XML Core WG is, at this time, requesting a transition
directly to PR.
