A very minor nit on the i18n language,

A document is still well-formed, even if it is not in a normalized form.

is not a universally true statement -- in parrticular, if you use
different representations of a character for in start & end tags
for the same element, or in a schema (e.g. a DTD) and in the document.

Hence suggest,
A document may still be well-formed even if it is not in a normalized form.
