Looks good to me.

Could we resolve NPE 22 while we are at it, by saying that we are not
going to change the char-by-char rule for identity in namespace names?
This has been current practice for eons, and I don't see changing it now.

Also, some one remind me what's going to be the story for IRIs in the
new edition of NS1.0?  My current view is that we should not attempt them.
