But the minutes don't give a URL.  Where is this draft?

I read that email.  It's very depressing to me.  It leads me
to think that nothing is going to happen here for a long time.
If anything, it sounds like Martin is less invested in doing
anything here than before, and that wasn't much.

Is it time to reconsider a WG Note (that is perhaps a copy
of the latest section 7 of IRI-bis) defining LEIRIs so that
we can have our half dozen specs refer to it?
