I have updated the version at http://www.w3.org/XML/Group/2006/09/xmlbase-2e/
The patent disclosure paragraph has been amended in accord with Ian's
mail, and the reference to RFC 3987 now has a note saying that it
will be replaced by the real thing when we go to Rec.
