ACTION to Henry:  Lead the process of developing a

ACTION to Konrad, Henry:  Consider the following question:
Is c14n11(c14n11(xmlfile)) == c14n11(xmlfile)?

After some research, Henry believes there is no problem
with namespace prefixes, so he now suspects that
c14n11(c14n11(xmlfile)) == c14n11(xmlfile).
