DST time change warning

I just noticed that, this year, North America ends 
daylight savings time (DST) the first Sunday in
November whereas most of Europe ends DST the last
Sunday in October (and other places may switch or
not on other schedules).

I mention this fact now because the first Sunday
in November is the day before the Technical Plenary
week.  If you are planning travel around that time, 
be particular aware of what the time is wherever you
may be.
