need C14N 1.1 diff

It passes pubrules with just one issue.

Pubrules requires a pointer to a diff (relative to 1.0
is what I'm thinking), so I added a paragraph to the 
status section pointing to
http://www.w3.org/XML/Group/2007/05/CR-xml-c14n11-20070509-diff
and put an OLD diff there.

We need to update that URL with the latest diff.
Any volunteers?
