Some comments that still need to be addressed in it are at

I guess we can see what other comments we get and apply them
all to our next pass.

Now what is the next step?  Is there some minimum time before
we can request it be published as an RFC?  If we publish a
new (non-RFC) draft, then does that restart whatever clock
there is before we can request it go to RFC?
