Here is my 2nd draft PER requestion for Namespaces
in XML 1.0 2nd Ed.

ACTIONS/QUESTIONS to Henry and Richard below.

One missing bit is the URL at which Richard will
put the latest draft. Richard, I've made a suggestion
below (flagged with @@@)--let me know if you end up
putting it somewhere different.

Also, I'll have to update the status for the final PER

Henry (and others), there is in interesting issue here.
The "short name" for NS 1.0 is REC-xml-names. Nowadays,
we'd just use "xml-names" (viz. xml-names11), but since
this is just a new edition, I'm assuming we must keep
the original short name (as we are doing with XML 1.0).
Let me know if you think otherwise. Aside from the URI
for the final Rec, this also affects the URI to translations
which is embedded in the Status section.

Richard and Henry, we need to determine a URI for the errata
document to this NS 1.0 2nd Edition. I've invented one below
(marked with @@@). Let me know if you want something else,
and please plan to put some skeleton document at that location.

The XML Core WG requests publication of
Namespaces in XML 1.0 (Second Edition)
available at
as a Proposed Edited Recommendation (PER).

The URL cited above is for the most recent Member-only
version of the specification as of 2 June 2006 but
dated 14 June 2006 in anticipation of publication then.

That file is set up to be published by moving it to

The Namespaces in XML 1.0 First Edition was published on
14 January 1999 at http://www.w3.org/TR/1999/REC-xml-names-19990114/
The Errata document to the First Edition is at
This Second Edition incorporates these errata. In addition,
there are several editorial changes, including a number of
terminology changes and additions intended to produce greater
consistency. The non-normative appendix "The Internal Structure
of XML Namespaces" has been removed.

The WG's decision to request publication as a PER was taken
during a WG telcon on 2006 May 31 whose minutes may be found at

We propose a publication date of 2006 June 14.

We propose that the PER period lasts from the date of publication
until 31 July 2006.

XML namespaces provide a simple method for qualifying element
and attribute names used in Extensible Markup Language documents
by associating them with namespaces identified by URI references.
