Re: Transition Request: PER Request for Namespaces in XML 1.1 Second Edition

One substantial comment and some minor comments I came across while 
reading the PER will follow.

1. In section 6.1 it may be helpful for readers if the two words 
"Undeclaring prefixes" plus a line break would be inserted in bold 
before the line
 - The attribute value in a default namespace declaration /MAY/ be 
empty. ...
and also if this would carry an id="undeclPrefix" (or similar) so it can 
be referred to easier, as this is a substantial feature/concept of 
Namespaces in XML 1.1

2.
... identified by an IRI 
<http://www.w3.org/TR/2006/PER-xml-names11-20060614/Overview.html#> I, 
the *namespace name* is I.
... identified by an IRI

changing the I to J will make it more readable as the italics I looks 
like a slash in the document
