New XLink draft

I just checked in a new XLink draft.


I think this has all the changes we agreed to make last Wednesday:

1. Added note to 5.4 about xml:base not being "IRI-friendly"
2. Made discussion of URI syntax checking a simple note
3. Added "should" to 4.5 wrt conflicts in linking semantics.

I haven't generated a diff. I'll try to get to that later today.
