Just to clarify details:

1.  Is this a Note or just another paragraph?
(A Note is non-normative, but since SHOULD NOT
isn't absolute, it doesn't make a big difference
if it's normative or not, so whichever you prefer
is fine with me.)

2.  Exactly where in the spec should Norm add this?
