Publication Request: PER for XML Base

The XML Core WG requests publication of 
  XML Base (Second Edition)
available at

as a Proposed Edited Recommendation (PER).  

The URL cited above is for the most recent Member-only 
version of the specification as of 15 December 2006,  
dated to reflect the expected publication date of
20 December 2006 and designed to be published by having
the directory moved over to
http://www.w3.org/TR/2006/PER-xmlbase-20061220/   
in its entirety.

The XML Base First Edition was published on 27 June 2001 
at http://www.w3.org/TR/2001/REC-xmlbase-20010627/
as a Recommendation.  All changes to the document
are recorded in the XML Base Errata document at
http://www.w3.org/2001/06/xmlbase-errata .

We ask webreq/comm to publish this PER on 20 December 2006.

We propose that the PER period lasts from the date of publication
until 31 January 2007.

This document describes a facility, similar to that of HTML BASE, 
for defining base URIs for parts of XML documents.

This document has been produced by the W3C XML Core Working 
Group as part of the XML Activity. The English version of 
this specification is the only normative version. However,

This document is a Proposed Edited Recommendation of the W3C. 
This second edition is not a new version of XML Base; its purpose 
is to clarify a number of issues that have become apparent since 
the first edition was published. Some of these were first published 
as separate errata (http://www.w3.org/2001/06/xmlbase-errata), 
others were published in a public editor's draft in November 2006 
(http://www.w3.org/XML/2006/11/xmlbase-2e/Overview.html), and others 
are the result of comments on that draft. 

W3C Advisory Committee Members are invited to send formal review 
comments to the W3C Team until 31 January 2007. Advisory Committee 
Representatives should consult their WBS questionnaires. The 
public is invited to send comments on this document to 
www-xml-linking-comments@w3.org; public archives are available. 

There is no implementation report or test suite for this 
specification, but there is a document describing methods of 
testing XML Base conformance. 

Publication as a Proposed Edited Recommendation does not imply 
endorsement by the W3C Membership. This is a draft document 
and may be updated, replaced or obsoleted by other documents 
at any time. It is inappropriate to cite this document as other 
than work in progress.

W3C maintains a public list of any patent disclosures made in 
connection with the deliverables of the group; that page also 
includes instructions for disclosing a patent. An individual 
who has actual knowledge of a patent which the individual believes
