XLink 1.1 LC draft

Folks,

I've updated the XLink 1.1 draft at 

  http://www.w3.org/XML/Group/2004/xmlcore/xlink11/Overview.html

I believe it's ready for publication as an LC draft. I picked 05 August
as the "end of last call" date. I picked it out of a hat. Alternate
suggestions gleefully accepted.
