Canonical XML revision

The XML Core WG has been chartered with the task of producing a new
version of Canonical XML to address inconsistencies uncovered while
working on the xml:id spec.  As a different URI would be created for
this version we would like to solicit suggestions and recommendations
from the digital signature community on how best to minimize the
disruption introduced by the new version of Canonical XML.
