TAG withdraws xmlProfiles-29

At the TAG f2f today, the TAG discussed xmlProfiles-29 and concluded
that it was no longer necessary to pursue this item. The TAG has opted
to close this issue without further action and withdraws it's request
for the Core WG to produce such a profile.

In light of this decision, I suggest that the Core WG abandon this
effort.
