With reference to http://www.itscj.ipsj.or.jp/sc34/open/1409.htm <<<< Resolution 3: Liaison Statement to World Wide Web Consortium (W3C) SC 34 instructs its Secretariat to forward the following Liaison Statement to W3C. "SC 34 requests that the Editor's Draft 'XHTML Modularization to RelaxNG' be updated to become a Note, and that some minor bug fixes are incorporated, details of which will be supplied by our liaison officer". >>>> the W3C supports us publishing it as a note.
