M12N DoC and Second Edition

As per my action item today, I have pushed an Editor's Draft of XHTML 
M12N 1.1 Second Edition.  The Disposition of Comments draft is at

The document itself is accessible via the drafts page at 
http://www.w3.org/MarkUp/Drafts

Please review the changes with an eye toward resolving to progress to 
PER at next week's call.  Remember that this PER is required in order 
for our other PERs to reflect these (essential) changes.
