A point is missing in 2.1.1. Strictly Conforming Documents

Instead of

"The start tag MAY also contain an xsi:schemaLocation attribute that
associates this namespace with the XML Schema at the ..."

It should be better to (to be in sync with previous bullet point) that

"The start tag MAY also contain an xsi:schemaLocation attribute **and
its namespace declaration** that associates this namespace with the
XML Schema at the..."

It would even be time to reconsider giving an explicit prefix (xsi)
