Addition to CSS

Currently for tooltips there is no way to specify font attributes.
Would like to suggest that font attributes for "title" apply to all tool tips.
Note, I considered using "img" or "alt", but was not general enough.
Also, "img:title" didn't seem right because "a:title" would be confusing.
A vaiable alternative would be to add CSS attributes tips-font-size, tips-font-family, tips-color, etc.
