Hi,

The current XHTML Basic 1.1 DTD doesn't allow a <hr /> to appear in a
<div>; from what I can tell, the <!ENTITY % BlkPres.class "" > in
xhtml-basic11-model-1.mod is incorrect: it should include hr.qname.
