XHTML 1.1 Editor's Draft updated

As per my action item, I have updated the editor's draft to reflect use 
of the version attribute and that the DOCTYPE is a SHOULD, not a MUST.  
In my opinion, we should do the same thing with XHTML+RDFa.

Anyway, it is accessible from the Drafts page, as always.
