RDFa attributes on html element

A task force member raised the point that the current DTD implementation 
of XHTML+RDFa does not permit the RDFa attributes on the html element.  
This is true.  Normally I would just think I had screwed up and 
implement this, but on reflection I note that the html element doesn't 
take any of the common attributes (@id, @class).  Should I be extending 
our "root" element in this way?
