[ACTION-28] Confused about how to incorporate ITS

I have an action to incorporate ITS into XHTML 2.  However, ITS has many 
aspects that conflict directly with stuff that is already in XHTML 2.  I 
  think I need some guidance, perhaps from the I18N Working Group, as to 
how they envision ITS integrating with the XHTML 2 content model.
