error for meta element in xhtml-meta-1.mod?

Hello,

I was testing the validation of
http://qa-dev.w3.org/wmvs/HEAD/dev/tests/xhtml_rdfa.xhtml
and the validator yielded errors about the end tag for meta.

Checking around a little, I found that:
http://www.w3.org/MarkUp/DTD/xhtml-meta-1.mod
has
<!ENTITY % meta.content  "EMPTY" >
which sounds wrong (?).
