XHTML modularization and ITS 1.0

Dear XHTML2 Working Group,

You have provided a comment [1] on the ITS 1.0 last call working draft [2]
about the usage of ITS 1.0 with the XHTML modularization framework [3]. We
resolved the comment by agreeing on creating an example of the usage of
XHTML modularization in a different document called "XML
Internationalization Best Practices" [4]. We have created the relevant
section, see [5], and would like to get your feedback on that.

We are planning to publish "XML Internationalization Best Practices"
within this year as a Working Group Note, so it would be great to get
feedback within that time frame.
