Access module and the targetid attribute

As per my action item from today's meeting:

I propose that we change the semantics of @targetid such that it takes a 
list of IDREFs instead of a single IDREF.   The behavior would be the 
same as @targetrole with multiple role values; focus would be changed to 
the next item in document order that had a matching ID.  This makes 
@targetid more consistent with @targetrole, and also makes it more 
generically useful.

If you agree with this proposal, a simple "+1" response would be 
appreciated.  If you disagree, please clearly describe your objection.
