Because SHOULD doesn't cut it. A de-referencable URI is just that, a 
de-referencable URI. Once there's specificity I can't vote higher than -1 .

People read specs to grasp concepts and technical details. Ultimately, 
they look to examples en route to actual implementation. We can provide 
informative Turtle and hash URI based examples that chart cost-effective 
routes to implementing IdPs and verifiers.
