WebIDs for people listed in the WebID Spec?

Since the inception of WebID I've always wondered about:

Henry Story

Each name has a hyperlinked based on the individual's WebID or a link to 
their Home Page.

Then we have:

This section is non-normative.

The following people have been instrumental in providing thoughts,

None of the names are associated with hyperlinks. Even more confusing is 
the fact that most of the individuals referred to above possess fully 
functional Linked Data URIs that serve as WebIDs.

What's the reasoning behind this?
