Report for review

The WCL Incubator Group is now in its final stages. I have just posted 
the latest draft of the report which is a candidate for publication as 
the final report.

as indicated in the summary, we thought we had a pretty simple mission 
and a ready-made candidate technology. If only life were that simple. 
We're now seeking a charter as a full Working Group *i.e. leading to a 
Recommendation) and have noted 17 issues that "need further 
investigation." In other words, although this may be the final report, 
it does not signal that all issues have been resolved.

Any comments, preferably to this list or, if you prefer, to me 
personally, are most welcome.
