[CONTINUES] ACTION: Final Report Template

I've looked at the previous 10 XG final reports for the most common
attributes. I planned on using those as a starting point and then mine
through the topics we've discussed to date to put together a potential
final report template. Some of this will most likely be subjective and
could change as we move forward so I was thinking of putting it in the
wiki to allow others to contribute, does that seem reasonable?
