Can we publish the State Of The Art Survey Elsewhere?

Hi Mauro:
As I said in my last note the RDB2RDF XG has produced a Survey of the 
State Of the Art
http://www.w3.org/2005/Incubator/rdb2rdf/RDB2RDF_SurveyReport.pdf
The editors of the survey, which I should say is a valuable piece of 
work, would like to publish the survey
in a magazine such as SIGMOD Record to give it wider dissemination.
Is this permissible by W3C rules?
