should I encourage the public participate in the group?

Hello,

My name is Eyal Sela, I am a project manager at the Israeli Internet
association (ISOC-IL) which operates the W3C office in Israel.

As a W3C regional office – should I encouraged the public to participate in
the group (or is the main activities are members only)? 

If yes, what are the channels the public should use to take part in the
group?
