This white paper seems to be entirely about if OWEA should be 
for-profit, non-profit and part of W3C.

As the activity is hosted by W3C, I assumed it would be non-profit 
within W3C and can't see the need for this extensive discussion of the 
issue.

It worries me that so much effort is being devoted to organizational 
structures, and little to actual educational objectives. There are many 
who would benefit from web education. I suggest that we need to look 
beyond the usual technical elite.
