[MMSEM-UC] Tagging use case update

Hello all

In preparation for tomorrow's teleconf, i have made a major update to the
Tagging Use Case wiki page:

http://www.w3.org/2005/Incubator/mmsem/wiki/Tagging_Use_Case

The changes in the new version are:

1. Added section structure
2. Added new sections: introduction, possible solutions, references
3. Edited the (existing) motivating scenario

All comments are welcome! Looking forward to a fruitful discussion.
