[MMSEM-UC] Tagging UC status

Dear all,

Since it seems no member of the Tagging UC will attend the teleconf today,
just a quick update on its status:

We are working on a draft tagging ontology, on which we would like to base
our concrete solution. This ontology has been based on SKOS, as well as an
existing tagging ontology [1].

We still need to elaborate further on this ontology, as well as resolve
some practical and semantic problems we run into when using SKOS [2].
